Voters in New York’s 25th Congressional District participate in a policymkaking simulation on the federal budget.

Voice Of the People (VOP) is a nonpartisan organization that seeks to re-anchor our democracy in its founding principles by giving ‘We the People’ a greater role in government. VOP furthers the use of innovative methods and technology to give the American people a more effective voice in the policymaking process.

VOP encourages Members of Congress to be more responsive to their constituents and to utilize state of the art methods and tools, called Public Consultations, that provide a more accurate understanding of the views of their constituents.

Creating Citizen Cabinets

VOP is working to create what are called “Citizen Cabinets” — nationally and in congressional districts and states — that would 1. Give the public a more effective voice in government decision-making, and 2. Enable Members of Congress to take into account the views of their constituents as a whole before casting legislative votes.

Citizen Cabinets are large panels of citizens who go through interactive policymaking simulations that put citizens in the shoes of policymakers.  All residents of a district/state are invited to join the Citizen Cabinet. Recommendations made by Citizen Cabinet members are aggregated and scientifically weighted to mirror the makeup of the congressional district/state. Results are conveyed to Members of Congress, and made public.

In recent years, the first model Citizen Cabinets were operational in eight states and two congressional districts. We are now working to establish longer-term Citizen Cabinets in districts/states in which a Member of Congress commits to hear from their constituents as a whole through a standing Citizen Cabinet.
